Partisanship wins in these cases. It was inevitable as we've stated time and time again here.
Bitcoin is seeing an explosion and there is potential we will see more cases where it is used for more than a HODL like in Miami. Jack and Jay-Z are also funding a trust to help spur the development of Bitcoin as well; which is critical to it growing beyond a HODL.
Puerto Rico statehood is a shot across the Republican bow or at least that's their core concern. This party system has become so corrupt it is mostly concerned about losing votes than it is what is best for the country.
