OPRD/Oregon SHPO has proposed changes to the National Register Program process based on challenges that arose in recent years around the Sellwood nomination here in Portland. The Sellwood nomination resulted from one landowner creating 5,000 “land trusts” on their quarter-acre plot of land in a Portland neighborhood to gain an outsized representation in the NRHP process. In this episode, we interrogate the notions of ownership and how the National Register of Historic Places operates. Is it a tool for protecting communities, or a tool for gentrification?
