Paul explained how everyone is without excuse before God whether He judges us by the Law of Moses or by our conscience since the most moral among men are still sinners. Our sin, approval of others who sin and condemnation of sinners exposes us as guilty before God. Only by the Gospel can sinners repent and turn to Jesus in faith, be saved and cleansed of all sin--including a guilty conscience.
