Every year, the state legislature and the governor have to negotiate next year’s budget by the end of March. That’s in just six weeks. But this year New York state is desperate for money. In total, it’s facing an estimated $50 billion deficit. The federal government has promised New York state and local governments some $23 billion in funds. Still, as Megan Zerez reports, with the pandemic, budgeting has gotten even more complicated.
