If your landlord is not replying to your emails or verbal complaints about issues in the building or repairs, one of the things you can do is call 3-1-1.
The city of New York has a system where you can make a complaint, it will be documented and filed with the NYC Department Of Buildings. However, it is possible that the complaint will be filed with the NYC Department Of Housing And Preservation.
If this is the case, someone will be sent out to see if the problem has been remedied. If it has not been remedied, they will issue a violation and a fine to the landlord.
If the tenant files a complaint with the landlord and someone is injured as a result of the issue being ignored by the landlord, the tenant may file a lawsuit against the landlord for personal injury.
