Was Vinales' 140mph Brake Failure Avoidable?

Maverick Vinales threw himself from his Yahama at 140mph when his brake exploded at turn 1 as he began lap 17. After race we learned that his brakes were fading from lap 4, which caused some: was continuing to race an unnecessary risk to other riders? Brembo brought a new material to the Styrian GP but Vinales opted against running it. Did Vinales do anything wrong? Or should he have made a different decision?
